For a startup dealing with too much "hay", transparency combined with differentiation is a powerful approach. Existing hiring processes are often designed to expand the top of funnel, but it requires intentional work to invert that and look to differentiate candidates as early as possible.

One way to do this is to be up-front with tradeoffs a candidate should consider when applying. This role is more X than Y. This company is more A than B. It can be scary to put those opinionated differentiating factors out there - but it can enable self-selection for candidates & improve quality + hiring outcomes.
